Public Policy and land use - Background, experience and qualifications

I have served in various matters in which policy issues were critically important in the discussion of conflict and assessment of options for resolution, including the following:

Growth management - Denver Regional Council of Governments, 2008. Facilitated a four month long process to update and reach agreements on DRCOG growth management and urban growth issues.

Missouri River Spring Rise Facilitation – Multiparty Facilitation on Endangered Species Recovery Measures for the Pallid Sturgeon. Co-facilitated a plenary group composed of 55 stakeholder representatives, and multiple technical committees with 75 members that were charged by the U.S. Army Corps of Engineers, Fish and Wildlife Service, EPA and Park Service to develop recommendations for a spring rise on the Missouri River as one contribution to the recovery of the pallid sturgeon, an endangered species. Parties included representatives of five Federal agencies, eight states, twenty-seven Indian tribes, interior drainage associations, the agricultural community, environmental organizations, power companied, municipalities, recreation, and navigation interests.   

Land use - Mountain Community, Private land owners, 2006. Mediated a solution to a public land, river access disputes among a Colorado Municipality and several landowners concerning historic rights of way, land title, river access and recreation easements leading to a comprehensive settlement agreement. 

Jarbidge Water Dispute. Mediated under court appointment a dispute arising out of flooding, road wash out, Clean Water Act and ESA issues (Bull Trout) in the Jarbidge Creek basin in Nevada . The process included the negotiation of settlement agreement among a three federal, two state, and multiple local stakeholders and their legal counsel/technical expert in a context of high conflict and public visibility. Key issues included federal vs. state/local control of land and water access.
